these protocols were developed by DSTC and then Mantara, who currently
owns the source code in which they're embodied.  their release is
approved, but is subject to people with access to the source having the
time to complete the existing documentation and push it out.

the federation spec is the next priority, and i expect it'll be
available (at least in a first draft) within in the next month.

clustering and rlm are a lower priority: i'm not certain there's
actually any real benefit in implementing them, but nominally they're on
the to-do list.
